Our work includes five broad “Core Clusters”: political reform and civic engagement; education from birth through workforce; family economic security and wellbeing; technology and democracy, and people and planet centered global politics.  

New America’s Cluster on Technology and Democracy 

One cluster at New America consists of programs that intersect with technology and its impact on the nation and the world in a variety of ways.  These include:
 

  • The Open Technology Institute (OTI): works at the intersection of technology and policy to ensure that every community has equitable access to digital technology and its benefits. Issue areas for OTI as a whole include surveillance, consumer privacy and security, freedom of expression online, platform accountability, transparency, net neutrality, broadband access, and more.
  • Ranking Digital Rights (RDR): advances corporate accountability for human rights in the digital age, evaluating the world’s most powerful digital platforms and telecommunication companies on their disclosed policies and practices affecting people’s rights to freedom of expression and privacy.
  • Digital Impact and Governance Initiative (DIGI): works to advance understanding and replication of digital public infrastructure by governments and change-leaders. 
  • Public Interest Technology (PIT): a team that works with partners — including government agencies, nongovernmental organizations, advocacy groups, universities, policymakers, and other mission-driven organizations — to develop the public interest technology ecosystem, with a particular focus on expanding the pipeline to ensure that technologists reflect the diversity of the country they serve. 
  • Planetary Politics: New America is building a new approach to foreign policy that includes helping to catalyze the creation of a trusted, neutral global entity to develop agreed definitions and measurements of the digital harms and goods that constitute the planetary digital commons. 
  • Wireless Future Project: develops and advocates policies to promote universal, fast and affordable wireless broadband connectivity, including the reallocation of prime spectrum for shared public access and community networks in marginalized areas.
  • Future Frontlines: uses open source investigative tools, data mining techniques, and journalistic methods to explore how the digital revolution is reshaping global conflict, competition and influence. 

RESPONSIBILITIES:

New America seeks a leader with a visionary approach to the intersection of technology and democracy to lead the Open Technology Institute, and to lead and coordinate the work of the Technology and Democracy Cluster. This leader has a strong grounding in and deep commitment to policy approaches that advance communications technology that is open, interoperable, secure, equity-advancing and rights-protecting. They are passionate about ensuring that all people can securely, affordably and easily access the networks, devices and applications they need to participate fully in a digital world. In addition, they have experience developing and leading creative approaches to ensuring that policymakers, civil society and marginalized communities have the resources they need to move toward a world that realizes the potential for technology to strengthen democracy and human rights, while squarely addressing and minimizing the potential for harm. This is a leader committed to digital and data equity and passionate about the new America that we hope to build.

They will have principal responsibility for day to day management of the Open Technology Institute, supported by the strong Chief of Staff.  In addition, this leader will oversee the alignment of the programs in the Technology and Democracy cluster, including the content of their work and their overall fundraising strategy.  

Leadership & Engagement:

  • Serves as Director of the Open Technology Institute.
  • Coordinates a cluster composed of the following New America’s tech-facing components:
    • Open Technology Institute (OTI) 
    • Ranking Digital Rights (RDR)
    • Digital Impact and Governance Initiative (DIGI)
    • Public Interest Technology (PIT)
    • Future Frontlines and Global Polity 
    • Wireless Future Project
  • Integrates these programs along with other New America initiatives 
  • Ensures that project leaders have the support that they need to fundraise successfully for their components, addresses potential overlaps and gaps, ensures that all components are aligned in a fundraising strategy that strengthens the whole and avoids competition within.
  • Some leaders of New America’s tech-facing components ( RDR, DIGI, WIFu and PIT) will report to this leader, who manages personnel and assists with developing and monitoring goals.
  • Future Frontlines and Planetary Politics report to New America’s International Security VP, but are part of this cluster, and are accountable to the cluster lead for coordinating on vision, direction and fundraising strategy.
  • This position is the keeper of the institutional vision for this cluster of programs, responsible for ensuring excitement and alignment across the cluster.

General Responsibilities for OTI Director:

  • Lead overall strategy and agenda-setting for OTI; oversee OTI’s day-to-day activities.
  • Develop and execute a fundraising strategy to support OTI’s activities and ensure long-term sustainability.
  • Manage, mentor, and support highly-skilled policy staff.
  • Represent and advocate for OTI and its policy positions in varied internal and external settings, including with other NA programs, funders, policymakers, stakeholders, public interest community members, and in coalition settings. 

General Responsibilities for Cluster Lead:

  • Assist in development and tracking of strategic priorities for the programs in the Technology and Democracy Cluster.   
  • Help harmonize broad cluster goals and facilitate collaborative work where feasible and desirable.
  • Provide leadership, in collaboration with the Development Team and other members of the Management Group, on fundraising strategy and yearly targets for programs in the Cluster; oversee budgets, proposal submissions and reporting activities; Participate in fundraising efforts as needed; support Cluster leaders in developing grant proposals.
  • Sign off on hiring and other personnel decisions for programs in the Cluster; oversee development and implementation of management and recruitment initiatives with an eye towards improving diversity, equity and inclusion

  • Committed to and excited about the mission of New America, the Open Technology Institute and the work of the Cluster on Democracy and Technology
  • Subject matter expertise and relevant experience in technology policy issues with progressively increasing levels of strategic responsibility within a complex organizational structure.
  • Ability to work effectively in collaboration with diverse groups of people.
  • Commitment to diversity, equity and inclusion, and experience in recruiting and leading diverse teams. 
  • Capacity to represent the organization effectively in the public sphere, with funders, and external stakeholders.  
  • Demonstrated success expanding and diversifying sources of individual and institutional investment. 
  • Relationships with other leaders and institutions in the technology policy sector.
