Technology Manager

Ranking Digital Rights (RDR), an independent research program at New America that evaluates ICT companies’ policies, seeks a full-time technology manager to oversee the strategic development of our technology resources to help us scale our impact.

RDR works to promote freedom of expression and privacy on the internet by creating global standards and incentives for companies to respect and protect users' rights. We do this by ranking the world's most powerful digital platforms and telecommunications companies on relevant commitments and policies, based on international human rights standards. We work with companies as well as advocates, researchers, investors, and policymakers to establish and advance global standards for corporate accountability.

The technology manager will primarily be responsible for implementing and improving upon the existing RDR Corporate Accountability Index technical infrastructure from data entry, to scoring, to tools for analysis and presentation of results. RDR is also at the start of some exciting public-facing technology projects, including:

  1. Developing an open-source, web-accessible, and modular toolkit that enables researchers and companies anywhere to readily evaluate terms of service, privacy, and other policies for some of the world’s best known online services against RDR’s human rights standards.
  2. Publishing in a queryable database of data from five editions of the RDR Index, enabling year-on-year comparisons and deeper exploration of our results by category, company, and service type, and using visual storytelling tools including timelines, graphs, and maps..

As technology manager, you will act as the primary technical liaison among RDR staff, partners, and developers. To ensure that projects are implemented effectively and on time, you will be responsible for building out timelines, tracking and reporting progress, and troubleshooting when necessary. You will also be responsible for describing and articulating our tech projects to contractors, partners, and potential funders. The technology manager reports to the operations director, supervises our data engineer, and works in close coordination with other staff.

Responsibilities

  • Lead, assess, and maintain RDR’s technical systems and infrastructure, including websites, software, and cloud-based systems;
  • Working with the data engineer, oversee efforts to improve the RDR Corporate Accountability Index infrastructure, including streamlining workflows and implementing new features, especially in relation to outputs and analysis;
  • Develop technical specifications for and manage the implementation of technical aspects for public-facing outputs, including the open-source toolkit and publication of RDR data in ways that make it more accessible to stakeholders;
  • Collaborate with the projects team, communications team, and senior staff to inform the technology strategy and workplans;.
  • Regularly communicate with and update RDR staff on technology plans and progress;
  • Facilitate technical and production-based partnerships;
  • Support the conception of grant proposals for technical projects and/or for RDR technical infrastructure;
  • Respond to the team’s technical needs and troubleshoot tech-related issues with devices or accounts;
  • Administration of roles and permissions for online tools and services.

Qualifications

  • 3-5 years’ experience with product and/or project management, and have experience with different software development methodologies such as Agile or Kanban
  • Experience building databases, communicating complex data sets, and/or building usable, publicly available tools;
  • Familiarity with open-source principles and development methods;
  • Ability to work independently and in collaboration with a fully remote, distributed team;
  • Strong interpersonal communication and meeting facilitation skills;
  • Strong planning and time management skills;
  • Proven ability to not only meet deadlines yourself, but ensure that others you are managing do, too;
  • Familiarity with basic non-profit tech infrastructure administration (security, email, password management, etc.);
  • Proficiency in JavaScript and R or Python (must be able to read and review);
  • Preferred: Demonstrated interest in digital rights work; experience working with a nonprofit; experience working with non-Latin languages in a web environment;

Compensation

This is a full-time position with a budgeted salary of $80-95K annually, depending on experience. 

Location

RDR operates as a distributed team, with some staff based at New America in Washington, D.C., area, New York City, Berlin, Buenos Aires, and other locations. We will consider applications from candidates based anywhere but prefer candidates who can overlap with a 9 a.m. to 6 p.m. day UTC -5 (Eastern Standard Time) for at least four hours a day.
